Waivers, Medicaid, SNAP, WIC, and state programs for individuals with developmental disabilities.
Waivers for developmental disabilities
CADI Waiver (Community Access for Disability Inclusion)
For adults and children with physical or developmental disabilities. Covers PCA, day services, residential, and more. Apply through county DHS. Waitlist: 12–24 months in most counties.
DD Waiver (Developmental Disabilities)
For individuals with a primary diagnosis of intellectual or developmental disability. Covers supported living, day training, and residential habilitation. Contact your county case manager to apply.
BI Waiver (Brain Injury)
For individuals with an acquired brain injury. Covers case management, personal care, residential, and day services. Apply through DHS or your county.
CAC Waiver (Children's Access to Community Services)
For children under 22 with developmental disabilities. No waitlist in most counties. Contact your county human services office.
Other state programs
Minnesota Medical Assistance (Medicaid)
Free or low-cost health coverage. Children with disabilities often qualify regardless of income. Apply at MNsure or county DHS.

SNAP (Food Support)
Monthly food benefits. Apply at MNbenefits.mn.gov or county DHS. Households with a disabled member may qualify for expedited benefits.
WIC
Nutrition benefits for pregnant women and children up to age 5. Call 1-800-657-3942 or visit your county WIC clinic.
MN Early Childhood Special Education (ECSE)
Free services for children 3–5 with disabilities. Contact your local school district to request a special education evaluation.
